Korupsi ini terkait operasionalisasi Blok Migas Langgak pada periode 2010 hingga 2015 dengan total kerugian negara yang ditaksir mencapai Rp33,29 miliar dan USD 3.000.<\/p>\n<p>Hal tersebut disampaikan Wakil Direktur Penindakan Kortastipidkor Polri, Kombes Pol. Bhakti Eri Nurmansyah, S.I.K., M.Si., dalam konferensi pers di Gedung Bareskrim Polri, Jakarta, pada Selasa (21\/10\/2025) siang.<\/p>\n<p>Penyidik menetapkan Sdr. RA, yang menjabat sebagai Direktur Utama PT SPR periode 2010\u20132015, serta Sdri. DRS, selaku Direktur Keuangan PT SPR dalam periode yang sama, sebagai tersangka. Keduanya saat ini telah ditahan di Rutan Bareskrim Polri.<\/p>\n<p>Dalam proses penyidikan yang dimulai sejak Juli 2024, penyidik telah memeriksa 45 saksi dan 4 orang ahli, serta melakukan sejumlah penggeledahan di kantor PT SPR di Pekanbaru, dan kediaman para tersangka di Jakarta Selatan dan Pekanbaru.<\/p>\n<p>Barang bukti yang berhasil disita meliputi dokumen, barang elektronik, serta sejumlah uang. Untuk mendukung aset recovery, penyidik juga telah menyita uang tunai senilai Rp5,4 miliar, serta membekukan 12 aset bergerak dan tidak bergerak milik para tersangka dengan total nilai mencapai Rp50 miliar.<\/p>\n<p>Kasus ini bermula saat PT SPR, yang semula berbentuk perusahaan daerah, berubah menjadi perseroan terbatas berdasarkan keputusan RUPS-LB pada Mei 2010. Pada tahun yang sama, PT SPR bersama Kingswood Capital Limited (KCL) membentuk konsorsium dan memperoleh kontrak kerja sama pengelolaan Blok Migas Langgak dari Kementerian ESDM untuk jangka waktu 20 tahun (2010\u20132030).<\/p>\n<p>Namun, menurut hasil penyidikan, kedua tersangka diduga melakukan penyalahgunaan wewenang dalam pengelolaan keuangan perusahaan. Sejumlah pelanggaran prinsip Good Corporate Governance (GCG) yang dilakukan antara lain:<\/p>\n<p>* Pengeluaran dana tanpa dasar yang jelas,<br \/>\n* Pengadaan tanpa analisis kebutuhan,<br \/>\n* Kesalahan pencatatan overlifting,<br \/>\n* Serta pengelolaan keuangan yang tidak transparan dan akuntabel.<\/p>\n<p>Audit dari Badan Pengawasan Keuangan dan Pembangunan (BPKP) menyatakan bahwa praktik tersebut menyebabkan kerugian keuangan negara secara signifikan.<\/p>\n<p>Kortastipidkor Polri menyatakan bahwa berkas perkara kedua tersangka telah dinyatakan lengkap (P-21) oleh jaksa peneliti pada 3 Oktober 2025. Dalam waktu dekat, penyidik akan melimpahkan tersangka beserta barang bukti ke kejaksaan untuk proses hukum lebih lanjut (tahap II).<\/p>\n<p>&#8220;Dengan adanya penetapan tersangka dan penyitaan aset ini, kami berharap proses penegakan hukum berjalan optimal serta dapat memberikan efek jera dan pelajaran bagi pengelolaan BUMD lainnya,&#8221; ujar Kombes Bhakti menutup konferensi
