{"id":17222,"date":"2026-09-03T16:39:10","date_gmt":"2026-09-03T16:39:10","guid":{"rendered":"https:\/\/sriwijayapertama.net\/?p=17222"},"modified":"2026-09-03T16:39:10","modified_gmt":"2026-09-03T16:39:10","slug":"diduga-terindikasi-kkn-hamass-minta-kejati-sumsel-segera-periksa-proyek-csr-di-kabupaten-pali","status":"publish","type":"post","link":"https:\/\/sriwijayapertama.net\/index.php\/2026\/09\/03\/diduga-terindikasi-kkn-hamass-minta-kejati-sumsel-segera-periksa-proyek-csr-di-kabupaten-pali\/","title":{"rendered":"Diduga Terindikasi KKN, HAMASS Minta Kejati Sumsel Segera Periksa Proyek CSR di Kabupaten PALI"},"content":{"rendered":"<p><strong>Sriwijayapertama.net |Palembang &#8212;<\/strong>LSM Himpunan Aktivisme Muda Sumatera Selatan ( HAMASS) yang di komandoi oleh Ketua Umum HAMASS Rahmat Hidayat, SE melakukan aksi damai di Kejaksaan Tinggi Sumatera Selatan (Kejati Sumsel) di Jalan Gubernur H Bastari, Kecamatan Jakabaring, Palembang.<\/p>\n<p>Aksi damai di lakukan terkait adanya dugaan tindak pidana Korupsi Kolusi dan Nepotisme (KKN) dilingkungan Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Sumsel, yaitu berupa proyek Cetak Sawah Rakyat (CSR) dengan target perluasan lahan yang mencapai luasan 3.200 hektare dengan nilai Rp.112 miliar menggunakan APBN TA.2025 dan anggaran konsultan pengawas mencapai Rp.1,8 miliar.<\/p>\n<p>Rahmat menjelaskan, berdasarkan data dan temuan tim HAMASS di lapangan, diduga kuat terdapat penyimpangan dan penyelewengan anggaran serta penyimpangan administrasi pada proyek tersebut.<\/p>\n<p>Selain itu, terdapat juga ketidaksesuaian spesifikasi dilapangan sehingga terdapat sejumlah Desa yang ditemukan lahannya terbengkalai dan tidak bisa difungsikan, karena lahan belum selesai digarap sudah terendam banjir dan terindikasi mangkrak sehingga berpotensi gagal serta merugikan keuangan negara hingga milyaran rupiah dan merugikan masyarakat khususnya para petani.<\/p>\n<p>Persoalan tersebut tidak luput dari fungsi konsultan pengawas yang diduga tidak berjalan dengan baik padahal anggaran yang dialokasikan untuk pengawasan terbilang cukup besar.<\/p>\n<p>&#8220;Seperti di Desa Tempirai Raya lahan seluas 200 Hektar diduga program CSR terendam banjir dan berpotensi gagal,&#8221; ujar Rahmat, Kamis (03\/09\/2026).<\/p>\n<p>Rahmat mengungkapkan, di Desa Air Itam Timur Kecamatan Penukal, luas lahan yang digarap sebanyak 458,98 Hektare senilai Rp.14,8 Miliar diduga gagal.<\/p>\n<p>Menurut keterangan warga setempat, kontraktor pelaksana meninggalkan proyek sebelum pekerjaan selesai. Alasannya, karena belum lama proyek dikerjakan lahan terendam banjir sehingga tidak bisa difungsikan.<\/p>\n<p>&#8220;Masih banyak lagi Desa-Desa yang diduga program CSR-nya tidak sesuai dengan harapan masyarakat, sedangkan anggaran yang di alokasikan untuk program tersebut terbilang fantastis,&#8221; imbuh Rahmat.<\/p>\n<p>Ia juga menyebut, mengingat proyek CSR itu pelaksanaanya menggunakan keuangan negara, maka wajib untuk diawasi bersama, sehingga program pemerintah dapat benar-benar dirasakan oleh masyarakat khususnya para petani.<\/p>\n<p>Beberapa tuntutan HAMASS saat melakukan aksi damai diantaranya:<\/p>\n<p>1. Meminta Kejati Sumsel segera mengusut-tuntas dugaan KKN dilingkungan Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Sumsel khususnya di Kabupaten PALI, dengan target program perluasan lahan melalui CSR pada tahun 2025 mencapai luasan 3,200 hektare dengan anggaran sebesar Rp.112.000.000.000,-<\/p>\n<p>2. Meminta Kejati Sumsel segera membentuk tim khusus dilapangan guna melakukan penyelidikan dan penyidikan terkait dugaan KKN pada proyek CSR.<\/p>\n<p>3. Meminta Kejati Sumsel melalui Aspidsus Kejati Sumsel untuk memanggil dan memeriksa oknum-oknum yang diduga kuat terlibat dan bertanggung jawab atas dugaan korupsi tersebut serta untuk segera ditetapkan sebagai tersangka, yaitu:<\/p>\n<ul>\n<li>Kepala Dinas Pertanian Tanaman Pangan dan Hortikultura Provinsi Sumsel.<\/li>\n<li>Kepala Dinas Pertanian Kabupaten PALI termasuk PPK dan PPTK.<\/li>\n<li>Konsultan Perencana dan Konsultan Pengawas serta pihak Pelaksana \/ Kontraktor dan lainnya.<\/li>\n<\/ul>\n<p>4. Meminta kepada Komisi Kejaksaan RI dan JamWas Kejagung RI untuk mengawasi kinerja Kejati Sumsel beserta jajarannya dalam menindaklanjuti perkara indikasi KKN pada proyek CSR di Kabupaten PALI, agar kasusnya benar-benar diperiksa sesuai dengan ketentuan Hukum yang berlaku.<\/p>\n<p>Sementara, Kasipenkum Kejati Sumsel Iwan Setiawan menanggapi, akan menindaklanjuti aspirasi yang disampaikan oleh
