{"id":12040,"date":"2026-02-21T16:25:01","date_gmt":"2026-02-21T16:25:01","guid":{"rendered":"https:\/\/sriwijayapertama.net\/?p=12040"},"modified":"2026-02-21T16:25:01","modified_gmt":"2026-02-21T16:25:01","slug":"lbh-awalindo-desak-aph-usut-dugaan-monopoli-material-dak-sanitasi-di-lampung-utara","status":"publish","type":"post","link":"https:\/\/sriwijayapertama.net\/index.php\/2026\/02\/21\/lbh-awalindo-desak-aph-usut-dugaan-monopoli-material-dak-sanitasi-di-lampung-utara\/","title":{"rendered":"LBH Awalindo Desak APH Usut Dugaan Monopoli Material DAK Sanitasi di Lampung Utara"},"content":{"rendered":"<p><span style=\"color: #ff0000;\"><em>Lampung Utara ||SriwijayaPertama.net &#8211;<\/em><\/span> Lembaga Bantuan Hukum (LBH) Awalindo Lampung Utara mendesak aparat penegak hukum (APH) di wilayah itu, turun tangan mengusut adanya penyimpangan<\/p>\n<p>dalam pelaksanaan proyek Dana Alokasi Khusus (DAK) Sanitasi Tahun Anggaran 2025.<\/p>\n<p>Direktur LBH Awalindo Lampung Utara, Samsi Eka Putra mengatakan, dalam pelaksanaan proyek itu, muncul isu dugaan adanya pengkondisian dan monopoli pengadaan material menyeret nama pejabat Dinas Perumahan dan Kawasan Permukiman (Perkim) menjadi sorotan.<\/p>\n<p>&#8220;Saya minta aparat penegak hukum, baik itu dari Kepolisian maupun Kejaksaan untuk segera mengambil langkah mengusut adanya penyimpangan dalam pelaksanaan proyek tersebut,&#8221;ucap Samsi Sabtu 21 Februari 2026.<\/p>\n<p>Sementara sebelumnya diberitakan Pejabat Pembuat Komitmen (PPK) DAK Sanitasi, Dirgantara, yang baru menjabat setelah rotasi dari pejabat sebelumnya, Erwin Syahputra, memberikan klarifikasi kepada awak media, Selasa (10\/2\/2026).<\/p>\n<p>Dirgantara menanggapi dugaan adanya tekanan terhadap Kepala Desa dan Kelompok Swadaya Masyarakat (KSM) terkait penyerahan pengadaan material kepada dinas. Ia menegaskan, tidak terdapat unsur pemaksaan maupun intimidasi dalam penerbitan surat pernyataan ketidakmampuan pengadaan mandiri oleh KSM.<\/p>\n<p>\u201cPerlu kami luruskan, tidak ada pemaksaan. KSM telah menyatakan bahwa mereka tidak dipaksa dan seluruh proses dilakukan sesuai dengan ketentuan yang berlaku,\u201d ujar Dirgantara.<\/p>\n<p>Terkait keberadaan surat pernyataan ketidakmampuan tersebut, Dirgantara menjelaskan bahwa surat penyataan tersebut merupakan bagian dari persyaratan administratif sebagaimana diatur dalam Petunjuk Pelaksanaan (Juklak). Menurutnya, tanpa surat tersebut, PPK tidak dapat melakukan pengadaan barang.<\/p>\n<p>Meski demikian, polemik tetap berkembang. Berdasarkan hasil penelusuran tim investigasi di lapangan, ditemukan dugaan bahwa konsep surat pernyataan telah disiapkan oleh pihak dinas.<\/p>\n<p>Sejumlah pengelola KSM disebut hanya diminta menandatangani surat pernyataan tersebut. Kondisi ini memunculkan dugaan bahwa pelaksanaan swakelola masyarakat hanya bersifat formalitas belaka, sementara pengendalian pengadaan material diduga tetap berada di pihak tertentu.<\/p>\n<p>Situasi tersebut memicu desakan agar Inspektorat dan Badan Pemeriksa Keuangan (BPK) melakukan pemeriksaan. Masyarakat menuntut transparansi pelaksanaan program sanitasi agar penggunaan anggaran dapat dipertanggungjawabkan sesuai ketentuan.
